Of course it is.

It's when someone copies the blue collar cd onto a CDR using their
computer and sells it as an original.  Just like copying any expensive
collectible item and selling it as original.

Okay 2 questions:  Would this qualify as a blatant violation of the law
(assuming that it is the law in Illinois)?  What's a cdr of the Blue
Collar
CD?
