Hey Daniel, unfortunately you won't find "To Whom It May Concern" on their albums. It was only released as a B-side on the "Higher" import single, it was released only in Australia and Europe (as far as I know), but it's still very hard to find this single here in Europe (at least in my case,lol).

The song is available as an mp3 on their official website though, if your friend is interested.
