Check your stats again Rachel.  None of the top 5 highest growth rates are in California.

     Also, where I live has the second highest population growth rate in
the U.S.. I don't think the base really has anything to do with it though.   
Everybody knows the base is there, but no one really cares much..

This is what I mean about indifference.  Jacksonville will never be in
danger of losing EITHER of it's naval bases, because it's such an integral
part of the economy that the city will fight tooth and nail to keep the
military presence.
