Basically what it means is that based on the population of the state, they receive X number of votes in the presidential election. Big states like California get a large number, like 50 or something, while Rhode Island only gets maybe one or two. Whoever the majority of the state's population votes for is the person that wins the electoral votes. After all the states count their votes, they call in their electoral votes, and the candidate that has the most electoral votes wins.
