Nope.  There were PCs before the IBM PC.  The first PC was the Altair.  The TRS-80 was the first affordable one and came out months before the IBM PC came out.  Then there's the Commodore, Apple ][, Compaq luggable, etc, etc.  Timex Sinclair, etc, etc.
 
There are dozens of brands/configurations called "PC"s.
 
However, PC means "Personal Computer".  So saying a machine is "PC based" makes no sense.
 
It's not "Personal Computer based".  It IS a Personal Computer.
 
 
It's like saying a Cadillac is car based.  Or Creed is band based.
