In order to learn a foreign language (as an adult, at least), you more or less have to know the rules of your first language. This is simplifying it a bit, but if you didn't know what a verb is in English, it would be very difficult to learn French verbs (and all their irritating variations). I plan on encouraging my children to learn a foreign language, if for nothing other than the fact that it will improve their technical English. (On the other hand, all the chatting and e-mail on the computer seems to have deteriorated my writing skills somewhat...)
