I believe that the proficiency tests are a way to get the younger people accustomed to controlled learning. I agree with you again. The concentration should be on giving our newer generations the basic abilities to learn things on thier own. Conforming standards have always been a falling point for me. I'd probably still be in HS today. If I had to learn a mandated requirement. Plus... I wouldn't of known about the NWO. Since it wasn't on the proficiency test.
