Actually, every once in a while INS and whatever Presidential candidate happens to need a few minority votes get together and announce an amnesty program. Bush is working on one right now.

Keith, you are correct.  There is no statute of limitations on being 'illegal' vs. 'legal'.  You don't get a prize for living here illegally for X number of years...

In Moonchild's example, she uses a person who is not a citizen but is in this country legally.  This is apples to oranges different than what we've been discussing.  But of course, she knew that.....
