Actually in some places it IS required to take a foriegn language for all 4 years of high school, sometimes part of Middle school in order to graduate.  When I was in school, I had to take 4 credits (4 years) of either French or Spanish (required languages) and 2 credits in middle.  I graduated not that long ago.
