Don't get defensive -- my statement about it not being automatic was just that -- and not an accusation.  Moonchild was under the impression (or it seemed to me by reading her messages) that it was automatic -- I was just clarifying that I don't believe that is the case.

well, i'm not an expert on immigration, so you'd probably do better to research www.ins.gov but..
 
iirc it's done by lottery for anyone that applies.   and depending on cultural situations, many specific groups get legal status easier than others  - cambodia in the early to mid 70s, hatians in the mid-late 80s, etc. 
 
and i never said anything was automatic...there was no indication on anything I read at ins.gov that anything is automatic.  all applications are always reviewed before an individual determination is made.

Interesting -- thanks for the correction -- however, define 'periodically'.  Is this something that happens as blanket amnesty for all illegal immigrants over a particular time frame, or is it a case by case basis? 
 
I can easily accept that it can happen, but I'd like to understand the chances of this because I do not believe that it's an automatic thing after a 'term of service', if you will.
 
Also, is it a particular group of people -- for example, would just El Salvadorians be given amnesty (assuming it's a blanket amnesty given by the government) or would that also include other groups, such as the Italian Catholics?
