Keith, you are correct.  There is no statute of limitations on being 'illegal' vs. 'legal'.  You don't get a prize for living here illegally for X number of years...

In Moonchild's example, she uses a person who is not a citizen but is in this country legally.  This is apples to oranges different than what we've been discussing.  But of course, she knew that.....
