Nora, it's not any kind of message limit on the list that's causing your Email delays.
 
I track the list archives and we haven't done 1100 messages since the 8th of June.  That's not coming close to 500 a day. Since midnight last night, for example,  there have been 67 messages delivered to me from the list.
